Description of the problem	I purchased a harley davidson low rider from southside harley in virginia beach, va. The horn does not work. I have had it back to them twice, they oil it, i get it back on the road, and it doesn't work. The service department read me an interoffice memo stating basically that harley recognizes that their horn consistently does not work and recommending several things that can be done to fix it, but everyone i talk with says it is a conisisten problem. It is a tremendous safey factor especially for a novice rider in my opinion. The dealership gave me some 800 number to call and after going through a selection of a number of questions i was put on hold for an indefinite period.
